Hello Uffington Wednesday Walkers - Next Walk Wed 6th June.
A new walk for the group this month which Pamela is going to lead. It will be a circular walk from East Garston up onto the Downs and back via Eastbury.
There will be an option to stop for lunch at The Plough pub in Eastbury. Could those of you who would like to lunch at the pub let me know and I will contact the pub with numbers. It is a short walk from the pub back to the car park and of course arrangements will be made for those who wish to skip the pub and walk straight back. We will meet initially as always at Uffington Village Hall car park at 9.30 where we can arrange car share to take us to the start of the walk in East Garston.
For those for whom it is more convenient to meet at East Garston, the walk will commence from the village hall car park at roughly 9.55. Hope to see lots of you, weather is promising.

In light of National Stroke Awareness Month, British First Aid have launched a campaign to make sure that people are aware of the signs that someone may be having a stroke.
Carry out the FAST test: - Face: is there weakness on one side of their face?
- Arms: can they raise both arms?
- Speech: is their speech easily understood?
- Time: to call 999
- Call 999 as soon as possible
- The faster a person having a stroke gets medical help, the less damage there will be.
- Reassure them while you wait for the ambulance

Learn how to keep your child safe online
Parents in South Oxfordshire and the Vale of White Horse who have a child at primary school can sign up for a free session about how to keep their child safe online. On Tuesday 3 July, e-safety experts Computing Champions will be visiting Cornerstone Arts Centre in Didcot to advise parents on the dangers of a variety of technologies in the home, and talk to them about how to make their child 'share aware', preventing access to inappropriate content, appropriate use of social media and safe online gaming. TSB Port Out Alert
(I have included the whole of this alert as there are still stories in the press about TSB clients losing money after their systems update/disaster).
There has been an increase in reports made in May by TSB customers relating to "port-out" fraud. Fraudsters are number porting a victim's telephone number to a SIM card under their control and then using the number to access the victim's bank accounts. The increase in the number of reports corresponds with the timing of TSB's computer system update, which resulted in 1.9 million users being locked out of their accounts. Opportunistic fraudsters are using TSB's system issue to target individuals, which follows the increase in phishing and smishing communications also targeting TSB customers this month. Victims' bank account and personal details including their phone number are collected by the fraudster, providing them with the information to execute the fraud.
Number porting is a genuine service provided by telecommunication companies. It allows customers to keep their existing phone number and transfer it to a new SIM card. The existing network provider sends the customer a Port Authorisation Code (PAC), that when presented to the new provider allows the number to be transferred across. This service can, however, be abused by fraudsters. To gain control of the victim's phone number, fraudsters convince the victim's mobile phone network provider to swap their number on to a SIM card in the fraudster's control. Once the fraudster has control of the number they are able to intercept the victims' text messages, allowing them to use services linked to the victim's phone number. This can include requesting an online banking password reset or access to any two factor authentication services.
Victims have reported large losses as a result of this fraud. One victim initially dismissed text messages received from their network provider containing a PAC number. Two days later £6,000 was removed from the victim's TSB current account. The victim subsequently contacted their phone provider and was informed that someone contacted the provider purporting to be the victim and had cancelled their contract and transferred their number to a new SIM. This action allowed the banking fraud to take place.
Protect Yourself:
PAC Code notifications
If you receive an unsolicited notification about a PAC Code request, contact your network provider immediately to terminate the request. Also notify your bank about your phone number being compromised.
Clicking on links/files:
Don't be tricked into giving a fraudster access to your personal or financial details. Never automatically click on a link in an unexpected email or text. Remember, criminals can spoof the phone numbers and email addresses of companies you know and trust, such as your bank.
Requests to move money:
A genuine bank or organisation will never contact you out of the blue to ask for your PIN, full password or to move money to another account.
Port-out Fraud versus SIM Swapping
Port-out fraud is often incorrectly referred to as SIM swap fraud. SIM swap fraud works in a similar fashion, however, instead of porting the victim's number to a new network provider, the fraudster impersonates the victim and requests a new SIM card for their account. Once they have access to the new sim, they have access to the number.

The Pace of delivery has improved since December 2017 with some 32 structures having been built and commissioned enabling a further 1,670 Oxfordshire residences and businesses to be able to order superfast broadband. Oxfordshire is performing well in the national context, with over 96% of premises now able to receive speeds above 30Mbps. However, progressing delivery in the remaining areas is particularly challenging given the rurality. This coming Bank Holiday weekend will see the next phase of works between Didcot and Royal Wootton Bassett. During the weekend upgrade work , train services will not be able to run between Didcot and Swindon. GWR trains will be providing an amended timetable involving rail replacement services.

Annual Assembly
The Parish Council held its Annual Assembly on 16 April and we were pleased to see c20 residents, to hear a report on 2017/2018 and our thoughts for the new year. This note includes an outline of some of the points discussed.
Community-Led Plan. We believe that it is time to move on, (emphatically NOT to file and forget) but we would welcome fresh ideas and new sponsors. E.g., A summer picnic / concert / sports day on the Jubilee Field or another 'What goes on in Uffington' day? We and the Parish Meetings of Baulking and Woolstone will be very pleased to consider any new and constructive ideas for support. A final report on the Actions which came out of the CLP will shortly be placed on the website.
The Old School Room. We are hugely grateful to all those who have donated towards this appeal, which will remain open for the time being. A contract has been signed with the builder appointed to carry out the restoration work, and we are expecting work to start on 11 June. The Old School Room / Tom Brown's School Museum will, literally, be a building site for 8 weeks, but the Museum itself will remain open at weekends as usual.
Neighbourhood Plan. The issue of 19 houses was raised again. This is just to remind everybody that the draft Plan will be reviewed as part of the pre-submission consultation process so it is important that any views on this, or other matters of concern / omission, are registered in writing by 26 June. Speeding in Uffington. Sometimes we hear that speeding is thought to be a problem in the village. Watchfield Parish Council has said that they could loan their Speedwatch equipment to Uffington, with no charge for the time being. This is a radar device which is operated by volunteers and records the speed of passing vehicles; if they are exceeding the speed limit, a letter will be written to the owner by the Police. Operators of the Speedwatch equipment have to be trained in its use by the Police, so if you are concerned by speeding, please put your name forward to us for training.
Feedback. We believe that what we do is in the best interests of the village, but we need, and value, feedback from residents about this, and to discuss with you what else we might be doing, on behalf of all residents. The best way to give us your feedback is at the Open Forum at the monthly Parish Council meeting – 8.00 pm on the second Monday in each month, at the THMH.
Village news 18 May 2018 The Parish Council would like to express its thanks and appreciation to Graham Banks, who stood down as Vice Chairman at the AGM on Monday 14 May. Graham has been in the post for three years, after many years as the Chairman, and his experience and knowledge of village affairs has been, and will continue to be, invaluable. The Parish Council recorded a vote of thanks to Graham for his work on behalf of the village.

Village maintenance
The village is fortunate to have a wide variety of flora, fauna and landscapes within its boundaries. We are making arrangements for the first cut of the season by the contractor of all the verges within the parish to be done in mid to late June which we believe strikes a balance between preservation of wildlife and general tidiness and road safety. In the meanwhile, the verges adjoining the highway around the core of the village (White Horse, High Street and Woolstone Road) will be trimmed from time to time in the interests of tidiness and safety. We are very grateful to those who take on this work on behalf of the village.

Enjoy a delicious breakfast bap and coffee from the tea room whilst browsing food stalls from local producers. Meat, cheese, preserves, vegetables, pies and pastries, flea stalls, and much more! The market also features a range of local craft makers and offers a platform for a wide range of charities, and other local not for profit groups to publicise their organisation and raise much needed funds.

OCC News - From County Councillor Yvonne Constance
POTHOLES: As Cabinet Member for Environment and Transport, I have raised potholes to the top of the OCC agenda. Government has provided £2.8 million extra for repairs making about £16 million for road repairs this year. But snow, and ice and salt have damaged our roads beyond expectations – reports to Fix My Street are now running between 7,000 to 8,000 per month, up from the average of 2,000 per month, so we have brought in 2 extra repair teams and an additional Dragon Patcher and aim to fix about 35,000 potholes this year. I hope you have noticed there are workmen repairing potholes in our area already. But we know it will need £150 million to resurface our roads, and I am open to all suggestions about where to find this money!
OXFORD EXPRESSWAY: I chair an advisory group on the Oxford to Cambridge Expressway which aims to 'open' England's economic heartland with a science .knowledge spine from Cambridge to Oxford with a new science university at Milton Keynes, as proposed by the National Infrastructure Commission. There are 3 possible 'corridors' to route this road through Oxfordshire, which makes us the most affected by this development. We cannot yet indicate a preferred corridor, as the technical assessments are not yet available. We have responded to Highways England that the Expressway must NOT use the section of A34 through central Oxfordshire, and must not seek to use A34 where it serves as a local road past Oxford City. It must also be developed separately from local planned enhancements like the Culham river crossing. The VWHDC prefers a route south of Abingdon; SODC prefers a route north of Oxford and they have called for a public enquiry.
THAMES WATER's RESERVOIR: OCC has called for more detail about TW's estimates of population growth in the county, aware that TW sees this as a regional facility without making clear what other possible sites have been assessed across the South East region. We have asked also how much of the water will be sold to other water companies, and called (again) for TW to speed up their programme of leakage reduction to 'delay the need for a reservoir as long as possible.
